1616 & 1608 restarting after system force shutdown

Hi,

we have couples of 1616-I & 1608-I which was working fine

some tech came in and unplug the power grid then plugged it back in. most of the telephones are working fine but some will boot for few secs then shows the message "Restarting" and looping for indefinite.

are these phones dead?

Do a network trace and check if the phones have all the same MAC address.

how to trace them?
they restart immediately after booting

I have connected one phone directly to my pc and run Wireshark, lots of details coming through not sure where to look for to get MAC address
