allegedly they work with poe but, see this from avaya support site.
The Distributed office, is really a G350 chasis that has a AM110 module inserted in the gateway. In the G350, you will also have other modules such as the analog and Power Over Ethernet (POE)
1603 type sets will only power ON if the power adaptor is plugged into the phone. The phone will not turn ON even when it is plugged in to the POE
All 1600 type phone sets will work when they are plugged into the POE of the G350 except for the 1603 phone type. A power adaptor must be plugged into that set in order for the phone to power ON
Cause
Unknown.
Solution
Plug the power adaptor in the phone and plug the CAT5 cable from the phone to the POE.
Order power adaptors for 1600 type sets.
