1603 PROBLEM

the 1603 IPphones are not working properly, we changed their update from 1.2.2 to 1.3.5 (new upgrade16xx with settings46xx updated) and when we restarts the phones it keeps the old version that same not been found in the HTTP server and does not download the new update,
What should we do to solve this problem?
is it necessary to restart the S8720 Servers?
