Windows ME is pretty similar to Win95/98 in many ways. However, ME introduces new features such as System Restore that has been known to interfere with some applications not designed for ME.
Apps developed only for Windows 95 typically worked in 98 with no problems. However, the jump from 98 to ME was a little different and not quite as friendly. You never know until you try, but it is quite possible that some 16-bit apps might have problems.
It would be incorrect to say ALL 16-bit apps aren't supported...
