16 bit access message

On three laptops with XP Pro, I'm trying to install HD encryption software, but get the following message:

"The set-up process cannot continue because Windows is
running in 16 bit access."

Anybody know what this means and how I can change it? I'm told this is a hardware issue as much as an OS one, so that's why I'm posting it here. Please correct me if I'm wrong.

Is the Software old? If it is written in 16 bit code for windows it won't work on xp, If it is a dos program it will run in a Dos windows in xp. Since XP is a true 32 bit OS. 95,98,ME are both 16/32 Bit. I use to have some great utilites back in the day that were 16 bit.
