11.1 SCN not working, says it is unlicensed

Just installed two brand new IPO systems running 11.1 latest version.
This was a complete forklift replacement of an older system running 8.0.
All completely new hardware at both sites.
Both sites running all J179 phones.
Both have Combo cards and the main site has a VCM32 card and a Combo card.
Main site has a UCM module running VM.
Both sites have End-point licenses, Essential License and Preferred license.
Both sites are connected via a VPN over the internet.
Both sites can ping one another.
Both sites have all phones up and working. VM works. PRI works, POTS lines works. Everything.
EXCEPT the SCN between the two sites does NOT work.
Both sites say SCN is disabled - unlicensed.
I have deleted and rebuilt the SCN’s on both sites. All the Codecs match. I have rebooted both systems multiple times and I still get an unlicensed error.
Under Alarms, I get “Attempt to use feature for which no license is installed. License type: IP500 Voice Networking Channels”
I have spoken with Avaya Tech support and they say 11.1 does not require Network Channel Licenses as the previous software version did.
After several hours of trying, I am at a loss.
Any suggestions?

I would say you were talking to some idiot at Tech support. Avaya had lots of those.
You need the network license to use the feature otherwise the forum would have blown up when 11.1 came out because they are pricy and that would have been a better selling point.
As the licenses and you should be ok

You don't mention having the voice networking licences which are needed at both ends!

Note that a licence only gives you 4 outgoing channels.

Looks as though there is some confusion with server edition which includes voice networking.
