Just recently clicking on the up or down arrow on a vertical scroll bar turns the cursor into a circle with down and up arrows, and the display scrolls vertically. The circle is a little larger than the arrow box on the scroll bar.

If I right click in Explorer on a drive, it takes about 30 seconds for the dialog box to appear, then another 20 or so if I click on properties for the pi chart to appear.
