The 991 bit 5, code is enabled by default according to the manual. If they are single line phones do they pick up intercom dial tone, casue the 7107+ext code HAS to be entered from there! Also, you could try canceling the call forwarding first, its 7108+ext.

The GDM can also be hit if your attendant function aren't set correctly, or callers are directed to a non-existing mailbox. The rotary directed calls can get there too.
