this has been a problem with upgrades since USB keys were invented. While it does not happen everytime, it does happen occasionally when the keyserver service is not stopped prior to upgrading the keyserver software.
Avaya has suggested to me the following.

no, if you change the cls option it will change for everyone in cls 2. I would suggest changing the cls for that one user if they are the only one needed the capacity and then use that cls.

class of service (menu 7) for that user holds the capacity. Remember if you change that it will effect everyone using that CLS which could effect your systems storage capacities

I've had those documents on my PC but did not know they published them. This will make it easier when this question is asked by other techs or users.
there are some internal Avaya documents that show how this can work. I've been using it internally here at my company for years. From our Cisco CM to IP Office 412 Conference Centre. I've also got it form a LAB 403 to the same Cisco and we can dial 4 digits back and forth.
I know they both support the hardware and H.323 IP trunking, but has anyone got a working example of this setup?

or go here, http://support.avaya.com/ look for the bulletin on each release, instructions included. I would recommend getting in touch with a authorized Avaya BP and have them do it, at least the first time (you will have plenty of other opportunities as updates come out about 4 times a year)
avaya's support site has always been nortoriously slow to navigate and downloads are just OK, even when I worked there it was slow for us internally. Even worse now from the outside looking in
can you put the old version back on without issue?? I had issues with file corruption during one download from Avaya which caused the install to blow up, never really trouble shot it cause I could re-install the old so I just redownloaded and that worked fine.
