This is due to cached logons in Windows 2000. By default its set to 0-50.
You can prevent the DC from caching logons by editing the registry:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\Current Version\Winlogon\
ValueName: CachedLogonsCount
Data Type: REG_SZ
Values: 0 - 50
set...
Open the registry and go to:
HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Services
Click on both RpcLocater and RpcSs Keys and check the Start Value. Make sure its set to 2 for Automatic.
Reboot

Suggestions:
1. Try on a 'clean' win2k machine. Does it work?
2. make machine a member of a WORKGROUP first. Does it work?
3. Check if the computer appears in AD Computers builtin OU. If so, remove it and re-add machine.
4. Assign a different user admin rights and log onto the Domain using that...
try the following:
join the Windows 2000-based computer to a workgroup named WORKGROUP, and then restart the computer. Rejoin the computer to the domain, and then restart the computer again. The computer no longer logs on through cached credentials.
try the following...
check the start - program files - startup and remove it.
check if the application has a service running and stop it.
check the registry:
hklocalmachine/software/microsoft/windows/currentversion/run and remove the entry there.

you can create a GPO for the users OU and use the Logon or run the following appls - add a path to a batch file that contains:
<filename>.reg /s
and run the script 'invisibly'. This will allow all users contained within the OU to envoke the script. Alternatively use the netlogon share.
hope...
Go to the backup GUI and check if you can 'see' the device. If you are using something like ArcServe/BackupExec then when installing the software it should detect and install the backup device drivers alternatively you will need to install the backup device first before installing the backup...
