Your problem likely has nothing to do with the Voodoo 3 video card.
If your machine is equipped with an ethernet card, then on boot up, it will sit and poll the card repeatedly looking for a DHCP server for network settings. If no DHCP server is found the machine won't finish booting...

Osuman and Flanigan both have valid points.
Make sure the bios power management setting match those for windows. If they differ, one will spin the drive down, the other will power it right back up. Its really agrivating.
Also, lots of little apps (ICQ, Messenger) write to the HD every time...
