If your network settings are being provided by DHCP, try hard-coding the file server and phone server gateway IP addresses - that worked when I ran into this issue.
We tried that with Windows 2012 R2 RDS services and could not get it to work consistently; it seemed to be very dependent on low latency/low jitter (more so than I would think) so our far-flung reps had the most issues.
We will be making some significant network changes soon so maybe we'll get...

What Gunnaro said - ye gods, no. Put the management software on a PC on the same network as the server. Put a VPN gateway in front of that. Use the VPN gateway to control remote access to the system. Do NOT put public addresses on the server or PC.
You were right, it was just me not knowing the difference between mobile and internal twinning. When you first mentioned it I thought they were the same, single option.
Yeah I'd thought of twinning it but that's kind of twice around the barn to get to the front door - and if the user already has their desk phone twinned to a cell number it gets kinda messy.[smile]

Are there tariff or other legal restrictions to have a DID from one country assigned to a VPN phone in another country?
E.g. a DID from a trunk in NY, like 212-422-xxxx, being assigned to a VPN phone in Bangalore?
If it's trying to discover IP Office then it sounds like the tunnel is built - if the tunnel failed the phone would have errored out long before discovery.
Is the phone programmed to find IP Office by name or address?
I have a VPN 9608 running over Comcast with an ASUS router behind my own Surfboard cable modem.
The only difference between these setups is the Cisco DPC3941T - that looks like a combo modem/wireless router. Could the Cisco have 802.1Q enabled?

I have an admin on a 9640 with an SBM24 connected to IP Office Server v9.1. The user is provisioned with call appearances on buttons 1-3 and bridged appearances on buttons 25-30 on the SBM24.
The reported issue is that when the admin is on a call on one of the primary appearances...
Check out http://www.nclone.com/ - we use it for mass imaging of workstations but the same process should work for servers assuming you can get your systems to boot from the network adapter.
Build one system, image it, then you can dump it onto any number of chassis with similar hardware.
We just ran into this on a new IP Office 9.1 Server Edition installation - turns out the power user license assignments were misconfigured and oversubscribed, and the resulting license errors filled the logs and cache to the point the system became unstable and froze (after about 28 hours)...
OK - this is weird. The user reports it's now working. I found some minor config issues but nothing that would seem to cause the reported symptom. I did turn off IP Softphone, and changed LWC reception from spe to audix, but nothing beyond that.
I'm chalking this one up to a ghost in the shell...
