    Can Exchange be set up so Administrator gets a copy of all sent email

    Go to Microsoft.com and copy the directions for implementing Exchange journaling. You must have service pack 1 installed. This will give you a copy of each email that passes the mta in or out. only a few things such as ndr's etc will be left out. This can be a large overhead on a busy server.
