    Just to be sure, I disabled the power settings in the BIOS. I also tried Ctrl-Alt-Del method once more: I am presented with 3 choices (shutdown, shutdown/restart, shutdown/power off), and when I pick the last one, I get the reboot. It's just very weird.

    Very weird problem: NT 4.0 SP6 -- If I select Start,Shutdown,Restart, many of my shortcuts no longer work. Even the Control Panel applets give me an error. I checked some of the properties of the shortcuts on the launch bar, and I notice that the "start in" folder setting is blank...
