Thanks a lot. That was all helpful information. However it turned out that somehow Realtime, Quicktime, and Adobe wouldn't let XP logoff/shutdown/restart.
Disabling those startup-apps through MSCONFIG resolved the problem.
Then using Lavasoft's Ad-aware, we did thorough scan and cleaned it...
I have a PC that is a P4 2.8 with a 36 GB SCSI hard drive. This system will not respond to:
START --> SHUT DOWN --> LOG OFF or
START --> SHUT DOWN --> Shut Down
I've even tried the CTRL+ALT+DEL method (SHUTDOWN --> Log off/shutdown) and the same thing happens...nothing.

Found how to fix it in REGDT32:
On the root of hkey_classes_root, goto permissions and then advance.
From here check "reset permissions..." and click okay.
And everything works again!
if you don't see the Games folder in add\remove --> windows components --> accessories --> Games, then goto:
WINNT\INF and look for a file called: SYSOC.INF or something and remove the word "HIDE" (leave the comma there) from lines GAMES, ACCESSUTIL=, and PINBALL.
