You can easily create a External function in C++ and it will be available within the list of functions in the variable editor.
You don't need the SDK to do so, you can find an example in your folder \..\Business Objects\BusinessObjects5.0\UserLibs\sample

Computing is not something you can reduce without changing your report itself. Sections, Complex calculation, breaks (fold) and sorts can really impact your performance when you have a lot of rows.
The only way to reduce that time is to make lighter Reports.

You are mixing 2 things here, the application variables and the prompts.
You can pass a variable through the text file and use it to filter you report (through a complex filter for example) using the function =ApplicationValue("my_var")
