Windows Not Recognizng CD-ROM
Replace the ide cable and try it if that doesnt work unplug one of the cd roms and plug it onto the cable the hard drive is on. I plugging it on to the cable with the hd works you may have a ide controller going bad- joelwarren

USB Mouse not recognized
I would try getting a usb to ps2 connector and tring it that way if you still have problems you may want to consider getting a new mouse sounds like maybe a loose wire connection- joelwarren
