in AD U/C you can create all your external contacts as new contacts, check the exchange advanced tab and make sure the contact is not hidden from exchange address book. In exchange system manager create a new global address list with a name to suit and use the filter settings to add the contacts.

Can you log on to the old server with any users?
If you can, export to a PST then map it to new user.

Well, it's been 12 days for me as well, however I did not change the msExchESEParamCacheSizeMax and still have 4 gigs of memory in the box - for some reason the issue went away for no apparent reason - the only thing I've done on the system was windows critical updates....wonder if....Nahhh...
can you set up the affected user on another pc and connect to his mailbox? If you can't, then it's a corrupted mailbox - log into it using owa (sometimes you can)to forward any accumulated messages, then through AD Users/comp. delete his mailbox, recreate his mailbox and you should be good to go.
You obviously set up the rights at the server, but what you have to do is log onto the mailbox using outlook, then right click the mailbox - choose properties - permissions tab and set your rights there - or you can do it at the inbox, outbox etc...
You're on the right track, outlook does play a part in OWA, try setting the security lower in his outlook XP.
Another way to try is to log onto his webmail acct using your PC (OWA) and test sending an attachment - see what happens, if it goes through it's his PC settings.

If you are, that's all that is required, you will be able to back up the info stores (private and public) as well as the transaction logs which can be restored at any time from the backup set.
If you get this message followed by a delivery failure sometime thereafter, then it did not get through, if however, this is all you get then don't worry about it, the recipient's mailserver could be down/busy.
