The .cfm file is it running on your machine or the other machine? If the latter, maybe this is a dumb question but it must be asked, is CF Server running on that machine?

You need to export the certificate, then move to the new machine and import it. The instructions will be on the support section of the registrar who issued the certificate, not Microsoft, assuming it is one of the commercial cert's such as EnTrust, VeriSign, etc.
