I removed completely Norton Corporate and the problem continued. Finally, I found that the problem was related with Norton Antivirus for Exchange.

There isn’t any Exception Option where to remove .edb database files from scanning in Norton Exchange.
I can see that, on Norton Corporate, but .edb files are not in the list. Meaning, they are not scanned.
Any more ideas out there.

I wasn't using DNS, I set Outlook 2003 to look for BIOS NAME - ONLY, and now it takes only 4 seconds to open.

I have checked "jcfrasco" post and didn't bring any light to this problem. I didn't have problems with viruses before and I don't have any now.
I uninstalled and reinstall Office 2003, I reply all Office updates. No changes.

If I get this right, you have two Windows NT4 and one Windows 2000 machines in a Workgroup. All the three machines are in the SAME Workgroup.
You might have two different problems here. One your TCP/IP conffiguration, and the other your NIC card.
