I know it doesn't really help but I had the same problem aswell.
i've turned off security until I have time to look in to this as HIPS is only running on a couple of test pc's
I have seen the same problem on my 3.6 network and have flagged this up with McAfee. However they arn't aware of such a problem and haven't really followed it up yet.
Hence I have stopped using that feature!
I've rolled the engine out from my test ePO 3.6 server without the need for reboots. However a manual install of the engine "does" appear to need a reboot.

I've been running 8.0i with Patch 10 on over 150 MS servers for almost a year now without a problem. I've read issues with patch 11 so haven't even looked in to testing that yet.
I have however just upgraded the server to ePO 3.6 which also works a treat:)
have either of you installed the update for the console?? Its part of the firewall install kit. This is required for you to perform any policy changes.
Ok, run regedit on one of the pc's and look for the following key:
[HKEY_LOCAL_MACHINE\SOFTWARE\Network Associates\ePolicy Orchestrator\Application Plugins\VIRUSCAN8000]
"Plugin Flag"=dword:00000000
If the plugin flag is set to "8", change it to "0" as in my example.
Restart the framework...
Can I suggest that those of you who are not using AV8.0i yet, download the latest version from NAI which includes patch 10. Worked a treat for me as I experienced the problems rolling out patch 10 before hand.
Initial review looks good... HOWEVER....
1. This is a major step from 3.5. You CANNOT import policies from 3.5 to 3.6. I've created a VMWare ePO Server and am currently duplicating my policies. I'll then export from the test 3.6 server and import in to the live server when its built.

Sounds like you're running VSE 8.0i with Patch10 that didn't install correctly.
McAfee did release a hotfix for this which can be obtained from mysupport.nai.com
Alternatively, open up regedit on one of the servers and go to:
[HKEY_LOCAL_MACHINE\SOFTWARE\Network Associates\ePolicy...
I spoke to a senior McAfee Engineer today who admitted that this is a known issue with the install. The policies don't always get applied straight away and they recommend a reboot, however that doesn't work for me.
I had this problem and it was due to corruption in the database. I ended up reinstalling ePO from scratch, although I could have probably rolled back the SQL database to the previous day to resolve the issue.
