This is certainly the impression I get (i.e. that PHPMyAdmin is insisting on it) as I am not the owner of the PHPMyAdmin Installation - but I might have a go at creating the tables anyway. I'm guess from the need for these extra tables that MySQL doesn't have native Foreign Key support built...
