    restricting admin users

    If everyone has administration rights, then they will have control of all files. The only option you have is to setup some as power users. The only other way provide security is to password protect the files.

    I had a similar problem and removing and reinstalling the printer wasn't enough I had to go into the registry and delete it out. Once you delete it there, the printer is completely whiped out of your system and it will be a clean reinstall.
