when i typed attrib -s -h recycled then that msg came up.... and i don't have norton... what is that above line supposed to do?

hi, was doing a disk clean up like i regularly do but when it gets to deleting the temporary internet files it seems to freeze. so i tried doing it through the tools option in IE but it freezes again. then i tried doing it manually- deleting the files in the folder myself, but surprise...
