Thanks for that tip Matt, but that isn't it - the Lock Workstation button isn't greyed out, it just doesn't work. I've already tried setting this registry key then unsetting it just in case... but no go.
I have an NT 4 Workstation which has been running fine for months. I noticed recently that Lock Workstation (ie CTRL-ALT-DEL then L) doesn't work anymore. It just goes straight back to the desktop. The only thing that's been installed recently was Roxio's Easy CD Creator V5.1 Basic plus patches...

A repair from the CD would only work if you had a backup of the registry or an up-to-date ERD (Emergency Repair Disk). This is cos the actual registry hive disk file (eg c:\winnt\system32\config\software) is corrupt, and can't be repaired or replaced without losing all its content.
This is most likely due to the SOFTWARE registry hive being corrupt. There is no way back (AFAIK) without a backup or recent ERD. All the registry keys for ALL the software on your NT installation are goosed. As you would need to reinstall all your software anyway, my suggestion is a rebuild -...
