No, just tried that and it isn't it.
It was illustrator. It was a really neat tool to help rebuild stuff.
He clicked the tool and a little circle came up. You place the circle where you want the color/texture, and a "new" circle comes up that you can use like a paintbrush.
I saw my friend using a plug-in in Illustrator 10. He would select a position on a picture and then could use the selected position to paint copies of it. It would be like taking a piece of a puzzle and painting it elsewhere. I didn't have the sense to ask him, and now I'm looking for this...
