WHEN I DISCONECT MY INTERNET CONECTION OR WHEN MY ISPs conection is down , MY LOCAL USERS CAN NOT SEE THE MAIL SERVER , SEND LOCAL E-MAILS OR CHECK ANYTHING THROUGH THEIR OUTLOOK CLIENTS.
