I had the exact same problem as above, and yet none of those fixes worked.
Luckily I had a "backup" Exchange Server running at home. I compared registry keys and found the following anomoly:
In the Registry key:

How do I stop all Domain Users installing software on my XP and 2000 clients? and what’s the best way to implement this over the network.
