I got it to work after disabling the "Use default gateway". Why this had an effect on incoming connections is beyond me though. I removed the check as a last ditch attempt.

This problem has been plaguing me for some time.
We have two office, they are connected using a vpn. Both offices run W2K servers (SP4), RAS & TS. When office A connects to Office B you can not connect to office A from anywhere except from office B. You can not connect using TS, Radmin or a vpn...
You can't connect to the lan using vpn from the same lan you are trying to connect from. Sounds confusing I know. I spent a day with my ISP arguing that they were blocking GRP and that's why I couldn't connect from within my own lan.
