I would guess that your registry cleaner has removed some important stuff. I have had the same thing happen to me before, and have had limited success trying to use the setup option to repair a windows 2000 installation. my guess is that the setup wont be able to find your install of win2k, and...
Only thing I can think of, make sure you dont have mspaint associated to open .jpg files with, make sure internet exploder is the default viewer. Dont know if this will solve your problem or not. Also, check to see if a recently loaded program has changed your default file associations.
Have had the same problem before.... fdisk /mbr was the answer. Ususally this happened to me after a brief stint trying to dual boot with win9x of one or the other flavors... dont know if this info applies or not, just felt a need to get in my 2 cents worth :)
