I have not tried exactly what you are mentioning, but I know that as long as a Recipient Policy does not overwrite email addresses stamped by another policy, then it should work. As long as the SMTP address is uniquie in the org, email will be delivered.

1. On the Exchange 2000 server NIC you are ONLY pointing to internal W2K DNS servers
2. IF you have multiple NICs, try changing the TCPIP binding order

the "without forest or tree capability" makes no sense. As soon as you install Active directory (to create a domain), you automatically create a new forest.
Anyway, you should really set up Exchange in the production forest if you want to create mailboxes for those users. Otherwise...
