NT workstation snmptrap service fails with message snmpnotraps=no ?

NT workstation snmptrap service fails with message snmpnotraps=no ?
when trying to start Openview I get the message that the trapmanager cannot be started maybe "SnmtNoTraps=no" in Ovwin.ini. the system is running NT worstation 4.0(sp4) and I have tried setting it to NO,no,YES,yes (rebooting between each) to no avail. Any one got any Ideas I need to get it...- stevefox
