Yes, many people have SSO working with AD and ReportNet. Settings for the AD provider use the kerberos protocol and thus have a set of requirements to work. Call Support for this list.
Thanks for the input. Figured it out though, Siebel passes a session variable called nqUser. Once I found the variable, a simple JavaScript/HTML solution was easily devised.
This is probably because IIS is not returning the required information. This was actually logged with MS and as of yet, they have still no identified why this is occurring.
There is a setting you can put in to just pull the REMOTE_USER variable and bypass Kerberos authentication altogether...
You have to extend the schema first through Configuration Manager. Make sure that the user that you are using to extend the schema is part of the group that owns the schema (typically Schema Admins). Also, the schema must be extended on the master schema server and not a child domain.

Right click on the virtual directory in IIS and go to the directory security tab. Make sure that JUST 'Integrated Windows Authentication' is selected. This will set the REMOTE_USER variable and allow for seamless sign on.
If your web server is configured to set the REMOTE_USER variable, then single sign on will be possible with the NTLM provider. For instance, make sure that ONLY the 'Integrated Windows Authentication' option is selected on the security tab for the virtual directory in IIS.
The file that needs to be modiied is called acls.prop and it a WebLogic file. The ACL for the schema must be set to allow for anonymous binds or for a specific bind user.
Are tables being created in the database? If not, what are the errors in the crnserver.log file? Are you sure that SQL Server is running on the default port?
