If you can get FrontPage to open, then go to Tools>Options, and on the general tab make sure there is not a checkmark in front of "open last web automatically when FrontPage opens"
If there is a checkmark there, remove it. Close FrontPage, then open it again, then File>Open Web and...
Another option would be to add some text on the image, changing the opacity of the text to something quite low until it doesn't interfere with the photo, but would still "mark" your image. You would want to do this in a graphics program.

Are you using the http protocol to "serve" the page from your server? If not, you need to. If you are just clicking on an .asp page in IE or Windows Explorer it won't work. Also the page must reside within the correct web server folder, usually inetpub for IIS on Windows.

Do you have an Inetpub directory, like you did with PWS? I'm not positive on this, but I don't think you can check from DW without saving the page in that directory first.

It can depend on the image, but for navigation buttons gif should be the general rule. They are usually not very detailed, and have few colors. For very detailed images such as photos, with lots of color changes, jpg would be needed.
Without knowing what graphics program you might be using...
You really should consider making those navigation buttons into gif images instead of jpg, and you should be able to reduce the file size down from about the 12k they are to 1k. That will make some difference in the speed of the site loading.
