There are ways to do this with W2K server using Remote Installation Services. I have not done it but I know that it is not simple to do but should be worth it considering the number of workstations. You could also use a product like Altiris but it is expensive.
Have you been able to connect through Terminal Services locally(on the same side of the firewall)? If not then your problem is not related to remote access. If you can connect locally then the problems is not related to Terminal Services.
