The gateway does not need to be registered in order for the phones to work internally.
As far as making the PRI come up you could try using a T1 Loopback plug but don't really see the point.

Looking at the part number is the easiest.
PVDM2-8 supports 8 trunk lines (1 DSP but its a different kind of DSP that is on the 16, 32, 48 or 64)
PVDM2-16 supports 16 trunk lines and has 1 DSP
PVDM2-32 supports 32 trunk lines and has 2 DSP's
PVDM2-48 supports 48 trunk lines and has 3 DSP's...
