As said before, it's probably the processor. I'm not quiet sure if it's the same principle as on a PL2500, but on my PL2500 I didn't have to set up jumpers, only plugin my second CPU and PPM and it worked... I even don't know for sure whether the PL1600 works with PPM's or not (like my PL2500)...
Boot from Smart Start CD (normally you should have one). I hope you have left the possibility open to boot from CD...
Then configure your hardware where you can select the boot order of your machine.
Then you can boot using your boot diskette...
