The MedPro board(used to be called Prowler) retail around $9000 and the DCS software is size sensative so it depends on what release and the number of RTU's you have turned on. You would most likely only need one MedPro...

For a small office with only 7-8 extensions I would recommend looking at the Partner ACS or a small IP Office 403. Both would be great solutions for your office...The IP office would be able to offer you many other basic functionality, internet access with a small firewall, DHCP server...
There are several different ways to connect your two swithces. First would need to know versions of the switch? You can use DS1 to DS1 with DCS software, as you suggested you could a MedPro board with IP trunking (not the most economical) or depending on the versions of your switched you can use...
The NPL for the 5 VCM is $2,583.00 I have seen it drop to around $1800 but it is such a new product there are not used ones on the market yet! I do not know of any other source other than an authorized dealer. Good luck in your search
