What is the state of the package from SQL*Plus before and after you hit it using SQL*Plus and VB? In 9i the package is compiled on first hit - same as 8i - so I would not expect errors in respect to compilation.

Firstly, check the row count for TALS_LI_STG table, its table definition. If the row count is significantly different, then check when the primary key - PK_INSRD_LI_STG - was it last analyzed. Can you drop it and create it again before analyzing it.

This relates to the maximimum SGA allocated to Oracle which is allocated by ther server when Oracle is started up. You need to change a parameter in Oracle called sga_max_size in either your pfile or spfile.
Within Oracle Enterprise Manager, go into the options: Instance -> Configuration...
You will need to increase the size of your undo tablespace. Find out which datafile UNDOTBS tablespace is using:
select file_name from dba_data_files
where tablespace_name = 'UNDOTBS';
Then resize that datfile:
ALTER DATABASE
DATAFILE '<name of file>' RESIZE 3000M;
But Undo tablespace...
When you start the database, please explicitly state the init.ora file :
startup pfile='/.././init.ora'
This will ensure that the init.ora file you are looking at is the one the database is looking at.
Add an index to C_STDCODE_RES column and run the query:
SELECT /*+ index (A DDUP_INDEX_NEW) */ A.*
FROM NAPS_DDUP_PER_INDX_NEW A
WHERE A.C_REF_NO <> '0713403128312'
AND A.C_STDCODE_RES = '0671'

Then run :

Add another undo tablespace UNDOTBS2 using Enterprise Manager. Take the original undo tablespace UNDOTBS1 offline.
This should be sufficient but if you want to keep the name of your tablespace same as before, you can now create UNDOTBS1 and then offline and drop UNDOTBS2.
