Need some more info. What version of Premiere are you using? What is the format of the clip you are editing? AVI, MPG? If it's compressed format like MPG - that is likely the source of your issues.

You didn't specify the format of the clip you are trying to play. If it's compressed video (e.g., mpg), then all version of Premiere will have trouble with playback because it must interpolate the compression.

What format were the files captured? If they're MPG, that's your problem. Try capturing to AVI.
