There are several things that could be a problem:
1) Check printer setup in Oracle and set number of lines to 60. We do not use Oracle, but most DB's have a printer setup.
2) Verify that the actual printer is set to 60 lines per page.

1. Are the rsh utilities there/still there: rpm -aq | grep rsh
2. Check /etc/services and make sure that ports have not been turned off/commented out.

How does someone find the devices that are in use. In particular I am trying to find the device being used by a PCMCIA flash burner card. I am very familar with HP-UX, but can not find a corresponding Linux utility to the ioscan command.
You need to create a bin directory one level down from the root ftp directory that contains the commands that need to be used like ls, mkdir, .profile, etc. For example:
/ftp_secure_level_dir/bin
The bin subdir will be on the same level as the other user directories that will be connected.
