Are there 2 functioning network that can talk amongst themselves, but not to each other? Or, is there One large network that can not talk to some segments? What is your topology?

From what machine would the normal.dot be deleted from? It is a shared file amongst many machines. Should the file be deleted from all areas? Also, will this affect the installed print drivers.

Verify that the user has not been set up as a delegate for the other users account. The rule may be set up there as well.
Also, you could remove the profile from the local machine of user a., send an email to that user, and see if user b still gets a copy. At least this way you will know...
we are having this issue as well. the spooling process seems to take forever, and then sometimes (a lot of times) word will just hang, or the pages being printed will not print properly.
The bottoms of the pages will be cut off. But only in word.
