When I create packages via bat or cmd files, I typically use DOS explicit commands within it as the command processor can not start via a net path and states "using system command" (or something like that).

I have had the same issue when I was in a hurry to distribute and see the results. There is a setting for advertisement refresh. My server is set at the default 4 hours. When I desire faster info, I change the refresh. When I see some of the data flowing, I set it back to the original 4 hours.
