If you pick the locale you require from the files in /usr/lib/locale then edit /etc/TIMEZONE (which is a link to /etc/default/init) and change it from "C" to the one of your choice, then reboot the server, that should do the trick.
For instance my /etc/TIMEZONE for a server...
Don't know if this helps but if I run /usr/platform/`uname -i`/sbin/prtdiag on my E250 it tells me which DIMMS are in which banks. You might be able to work out from this if there are any banks left unpopulated by comparing it to the handbook.
