No need for that on a Mac. The OS can be reinstalled without any repartitioning/formatting.
You have two options when rebuilding a Mac OS.
1. An ovewrwriting install that leaves all apps/data/3rd party extensions & control panels in place. My first choice.
2. A "Clean" install...
The increase in CPU speed will likely go un-noticed by the average user. Are you using some high end software, say 3-D rendering? Short of that, I'd keep the box with the gig of RAM.
Bus speed is the speed that concerns me, how fast my devices are talking to each orther...
