If its win 3.1 and not windows for workgroups you'll need the MS Dos network client. Go over to wown.com and you can get it along with good tutorials on how to set it up. They also have good tutorials on setting up wfw with tcp/ip and download links. Good luck.
orkerk you may have hit the nail on the head. I've just checked my Win98 gold(first edition) and fast shutdown is indeed unticked by default(relatively new install).
I've never ever had this problem with win98FE........
Ok that means your Nic should be ok.
Start up in safe mode and delete any NICs in device manager.
Reboot and try adding the drivers again.
As edfair said netbui is a good peer-peer lan protocol but no good for internet sharing.
Can I suggest getting more ram win95 will be a pig on that little.
Whereas dos/wfw 3.11 and ,if you like the win95 look, the calmira shell would run real well. Trust me.
