In this case the solution was simple: I didn't know pre-set users like "Administrator" wrked against your number of licenses. Since they do, I was trying to add one too many users.

Hi, I'm attempting to create new users in Active Directory. When I attempt to do so, it gives me the option to create an Exchange mailbox for the user. It says the mailbox is successfully created, but when I look for it in the Exchange System Manager it is not there.

one other discovery I just made:
in the mail tracking center (in Exchange Service Manager), i was examining mails that were sent out successfully. it shows the sender as "< >", which i'm assuming means that somehow Active Directory somehow can't ascertain the name of the sender...
