I checked and sure enough the adtran was set for DHCP relay. stopped that and so far it seems to have stopped. I agree that clients should get the first response from the local server. I thought it was weird that a server across town would respond first.

well we fixed ours.. We installed ISA server and it's been working great since. Probably not the fix anyone wanted to hear, but it was getting to be a pain.
