I think I understatnd what you are asking, but I'm not for sure. I'll try to answer your question. If you are blocking netbios on the vpn router or on any router that is between the vpn server and vpn client it will not effect getting to shares (all traffic is tunnled though port 1723)...
It's because you are running RAS, and have it setup to obtain an ip address from the DHCP server. Basically it will create a lease for every VPN (PPTP or L2TP) port.
If you don't want it to use DHCP you can specify an addres pool for your RAS clients in the RRAS MMC

To delete cached profiles at logoff, go to the:
HKEY_LOCAL_MACHINE \SOFTWARE \Microsoft \Windows NT\CurrentVersion\Winlogon subkey and set the DeleteRoamingCache value to 1.
Forwarding port 1723 will probably not work. PPTP also relies on the GRE protocol, which a lot of routers do no support through NAT.
