I've had this problem and fixed it with an MS Office update. I can't remember if it was Service pack 1 or above. Keep in mind, while applying the update you will be prompted for the Office installation disk.

We are running a Win2000 professional PC connected to a domain server. The user has set up a screen saver password and does not want Win 2000 to prompt for unlock (cntl alt del) after they enter their screen saver password.

nothing happens when you try to start a microsoft access wizard.
If you double click or right click & select OPEN, the/any wizard will not start.
It's a 98 PC running Access 2000. I've tried uninstalling, then reinstalling, but no luck.
